I keep getting 'could not obtain configuration for:' when i try to create a new domain.

This error indicates that the software token client cannot get to the WiKID Strong Authentication server. The software token client communicates with the server over port 80. Check to see if you can reach the IP address of the server/WiKID domain using telnet or traceroute. It could also be that the domain is mis-configured. If no client can create a domain, then it is probably the networking on the WiKID Strong Authentication server or perhaps the zero-padded domain identifier is incorrect.
